Our Services

1. Services for Children in Residential/Institutional Care

For the purpose of enhancing opportunities for adaptive education and holistic development for children and youth in residential/institutional care, CCSA provides the following services:

  • Remedial instruction.
  • Tuition fees subsidy.
  • Character education.
  • Counselling services.
  • Leaving care programs (including savings for the first barrel of gold, assessments of withdrawing from placement, individual intervention plans, independence flourishing workshops).
  • Referrals to international volunteer services, as well as social welfare recourses offered by both public and private sectors.

2. Training Courses for Residential/Institutional Care Workers

CCSA regularly holds educational training programs for agency supervisors, social workers, caregivers, and nursery governesses to the quality of care. The training includes:

  • Residential care practices.
  • Counselling and negotiation skills (focusing therapy).
  • Supervisor summits (character leadership and accountability management).
  • Seminars on placement related topics.

3. Leaving Care Programs

In order to prepare youth for their independent living after being withdrawn from the care, CCSA provides preparatory services, which include:

  • Designing individualized independent living plans.
  • Introducing savings plan, experiential education, job introduction and skills training for independent living, etc.
  • Providing individual and group counselling based on residents’ individual needs.

4. Follow-up Services for Youth Aftercare

With the aim of promoting a better post-placement adaptation, professional social workers of CCSA conduct visits and assessments to provide:

  • Critical incident management.
  • Assistance in finding accommodation.
  • Guidance on schooling and employment.
  • Counselling referrals and resource network. 
  • Financial subsidies.
    • living allowance, rent/deposit, tuition and miscellaneous fees, health insurance premiums/arrears, transportation fees, fees for driving schools and certificate examinations, living allowance for vocational training, and relief funds.

5. Accommodation Services for Youth Transitioning from Out-of-Home Care to Independent Living

CCSA provides accommodations for children and youth who have left foster families, children's homes and halfway houses. Several self-independence dormitories were established in New Taipei City, Taoyuan, Taichung, Kaohsiung, and Hualien.

The goal of the accommodation services is to:

  • Enrich children and youth's independent life skills.
  • Provide psychological consultation and intervention plans, career exploration and adaptation, as well as guidance for high school graduates who are preparing to enter into colleges.

6. Research, Develop, and Initiate for International Cooperation

Along with promoting international volunteer services, organizing visits among residential care institutions, and promoting international cooperation and development, CCSA also do the following things to facilitate international cooperation:

  • Conducts diversified research on care services.
  • Localizes the publication of theses.
  • Publishes self-independence resource booklets.
  • Participates in The Children's Rights Alliance.
  • Carries out relevant policies and legal initiatives to seek diversified development opportunities. 

7. Volunteer Recruitment, Training, and Referrals

CCSA recruits volunteers with cared experiences, and invites them to engage in "Youth Mentor" project, sharing their independence stories to encourage children-and-youth-in-care. CCSA also recruits international, corporate, and individual volunteers to serve in the association.

So as to reduce the manpower burden, while promoting people's participation in public welfare, CCSA provides volunteer training, service model establishment, and service unit matchmaking and referrals, etc.

8. Social Resources and Fundraising Referrals

Through fundraising and corporate donations, CCSA gives service expenditures to all teachers, students and discharged youth from residential/institutional care across Taiwan. The association provides:

  • Diversified financial subsidies.
  • Professional counselling.
  • Safe facilities for youth transitioning from child protection to adulthood.
  • Digital learning environment.
  • Regular website updates.
  • Preparation for building online management system, etc.

9. “Pei Li Home” of Taipei City

CCSA is entrusted by the Department of Social Welfare of Taipei City Government to provide teenage boys, aged from 10-15, with "transitions to independent living" services, which includes:

  • Accommodation services.
  • Individual consultation and group counseling.
  • Skills training and knowledges of independent living.
  • Employment guidance.
  • Introduction of positive values and attitudes.

10. Family Intervention Services Center of Wanhua and Zhongzheng District

Through "Family Intervention Services", CCSA supports families to discover their own potential and strength, assists in improving family functions, maintains family relationships, connects with community resource networks, and prompts families to develop or restore their strengths and abilities; the goal of this service aims to ensure the safety and healthy growth of children and youth.

11. Southern Taiwan Office/Follow-up, Assistance and Family Support Services Program for Children and Youth with Special Needs

a.) Intensive Follow-up and Family Support Services Program for Special Children and Youth

Since 2013, CCSA has been undertaking the project “Intensive Follow-up and Family Support Services Program for Special Children and Youth”, established by the Department of Social Welfare of Kaohsiung City Government.

In order to reduce the risk of juveniles re-offending with the law, CCSA is responsible for the following:

  • Providing guidance to juvenile offenders to return to school or enter into higher education.
  • Giving advices on employment preparation and career planning.
  • Offering parenting consultation and group counselling.
  • Closing cases for referral to CCSA independence service.

b.) Intervention Program for Minor Sex Offenders

Through diverse sex education courses and professional seminars, CCSA provides individual and family case management services for children and youth involved in sexual assault incidents, correcting their sexual deviations and facilitating positive development.

12. Central Taiwan Office/ Juridical Supervision and The Legal Advice Scheme

In 2013, CCSA organized practical experience, completed a Standard Operating Procedure (SOP), and continued to include juveniles with criminal backgrounds and individuals who have be withdrawn from the institutions to be our objects of care.

The services we provided are listed below:

  • Assisting juveniles in reenrolling to schools.
  • Introducing employment preparation, stable employment, and career planning.
  • Offering consultation and referral related services.
